No, this does not take place in the future. It is, technically, fanfiction for the Marvel comics criminal underworld, though Clive would be an OC.
Hammerhead (and Red Skull, who is a Nazi eeeevil bastard) are both Marvel criminal characters. The 'many arms' thing is a nonsensical reference to what Doctor Octopus's henchmen have to dress like: there's no basis for it in the comics, but I thought it would be funny.

The version I am particularly thinking of with Hammerhead is the one that appears in the Spectacular Spider-Man cartoons (new this year). In the cartoon he always appears with knuckledusters, something I never saw in the comics. (Though, frankly he's not that interesting in the comics.) Also, the voice actor is just *wonderful*- the character sounds very much like a 20's gangster, which is what Hammerhead modeled himself on. He really is the kind of character who would collect Capone memorabilia.

If you only want to see who I mean by Hammerhead and don't care too much about the context (and the major spoilers!), just skip ahead to episode 9. It's got the most Hammerhead, and includes the scene that's in my icon. You have to love a guy who, while dangling over molten steel, thinks, not about firey death, but how he's ever going to live this down.
The context you need is that Hammerhead works for Tombstone, a major crime lord who poses as a philanthropist. Green Goblin is trying to hurt Tombstone and take over his empire. Tombstone and Spider-Man obviously don't like each other, but they've teamed up against Green Goblin before to save innocent people.
